I do not believe this is an issue with your Surface or Windows since you can connect to hotspots on other iPhones with a lower IOS version.

Dec 31, 2022 · I hope this helps. I actually solved the problem as this post is fairly old. The solution is to rename your IPhone so it is no longer just called IPhone and it pops up.
