I believe AT&T has stated that 4G/LTE support alone isn't enough. They will require devices that support VoLTE. That means the iPhone 6 and newer only.

If that's the case, you can manually disable LTE in Settings>Cellular>Cellular Data Options>Voice & Data. Note that in some markets, the word Mobile is used instead of Cellular.
