Rookie linebacker Jay Higgins IV has been activated from injured reserve to the 53-man roster, setting the stage for him to return Saturday night against the Green Bay Packers. Higgins last played on Nov. 9 against the Minnesota Vikings, when he suffered a knee injury. He has practiced for the past two weeks.
