Congress passed the 22nd Amendment on March 21, 1947. It took less than four years for the necessary three-fourths of the states to ratify the amendment, which became law on Feb. 27, 1951.

The 22nd Amendment may not be the only hurdle for a third presidential term. History suggests that presidents and even state executives are significantly weakened by the time they seek a third term.

Some critics of the 22nd Amendment say that it may undermine presidents by making them “lame ducks” in the second term. Trump is doubtless worried about this.
