HRSD and the city will now collaborate on a formal deal. The land HRSD wants for the plant is next to the existing facility. About half would be used for an administration building.

The facility, known as the Atlantic Treatment Plant, is located in the 600 block of Firefall Dr., adjacent to NAS Oceana Dam Neck Annex, and several hundred feet away from any residential areas.
