When our boat arrived, we were the only ones there (others soon joined us). We were allowed to pick up a starfish but told to not take them out of the water or they'll die. Our guides were very good…Full review by MstqMI

What day(s) would be best to visit Starfish Point and Rum Point? We are trying to avoid the cruise ships if possible.

Cruise ships are generally at all the tourist spots Monday thru Thurs., 9-3 and occasionally on Fridays. I would visit Starfish Point on a weekend and have the beach to yourself:)
